Very interesting. The only person I have heard say anything along the lines of your arguement of traveling all that way to vacation and not being able to fish was a guy and his buddies from Vegas that I turned in for fishing with bait (POACHING!) at Kolob last year. When I kindly informed them that bait fishing was illegal, they had a few explicatives for me and said, "we didn't come all this [url "mailto:f*#@!ng"]f*#@!ng[/url] way to not fish with what the hell we want to!" Luckily I ran in to a conservation officer on my way out. Turns out they had kept about 10 fish and had been using LIVE golden shiners as bait! It seems that the majority of the people that have the problem with the regs at Kolob are from out-of-state, know they are fishing illegally, and quite frankly, don't give a damn about the resource or much else for that matter.
