Lee from Lee's Marine in Hyrum just sent me the following:
"The part in the picture is missing an o-ring. It has to be installed from the big end of the fitting. The o-ring keeps the fitting from coming out. It's purpose is to keep gas from coming back out of the fuel system on the engine. It's not a vital part but should be there."
